Dear Community Members,


For more than five decades, Proviso Leyden Council for Community Action (PLCCA) has stood
alongside the residents of our community with a clear purpose — to support individuals and
families as they work toward stability, opportunity, and a better quality of life. Our commitment
has always been rooted in a simple but powerful belief: we are here to provide a hand up, not a
hand out.


Every service we offer is designed to strengthen individuals, empower families, and uplift our
community as a whole. Whether through education, childcare, youth services, workforce
development, family support services, behavioral health services, or community programming,
PLCCA’s goal is to ensure that every person we serve has access to the tools, resources, and
encouragement needed to move forward with dignity and confidence.


As we move forward, we honor the extraordinary legacy of our founder,

Bishop Dr. Claude Porter. His vision was never simply about providing services—it was about creating pathways for people to build stronger lives and stronger communities. That vision continues to guide our work each day.


At PLCCA, we understand that true community development happens when people are
supported in ways that promote independence, self-sufficiency, and opportunity. Our dedicated
team remains committed to serving with compassion, professionalism, and a deep respect for the
resilience of the individuals and families we serve.


We are grateful for the continued trust of our community, our partners, and those who believe in
the mission of PLCCA. Together, we will continue the work of building brighter futures while
honoring the foundation laid by Bishop Porter.

This year’s Bridging the Gap Parade & Community Resource Fair celebrates the powerful theme: "One Legacy, Many Bridges."

We stand on the shoulders of our visionary founder, the late Bishop Dr. Claude Porter, whose decades of selfless service and dedication laid the groundwork for PLCCA, Inc. His single, steadfast legacy inspired a movement of community empowerment that continues to grow today.

​

Every partnership forged, every family supported, and every youth empowered acts as a bridge connecting our communities. Join us on Saturday, September 12th, as we celebrate Bishop Porter’s lasting impact and continue building bridges toward unity, health, and opportunity across the western suburbs.

About PLCCA

The Mission of PLCCA is to advocate for social change. We feel this can be accomplished by “Promoting community development and empowering people through education, training, and supportive services”

PLCCA was established in 1968 by Bishop Dr. Claude Porter as a private
State of Illinois, not-for-profit 501 (c) 3 corporation to serve the low-income residents in Cook County’s Proviso and Leyden Townships, the municipality of Norridge, and the Chicago metropolitan area.
 

PLCCA continues to promote the enhancement, development, and implementation of practical approaches to serving low-income residents and the total community.

As we navigate the challenges of an increasingly uncertain climate across our country, we at the Proviso Leyden Council for Community Action Inc (PLCCA) reach out to our valued partners, affiliates, friends, neighbors, and supporters. In these trying times, we ask for your consideration and support to help sustain the vital services we have provided to Illinois
individuals and families for over 55 years.


PLCCA has long been a cornerstone of community support, delivering a wide array of essential services, including childcare, family services, mental health and substance use recovery, LIHEAP, youth and family services, employment training, financial and computer literacy programs, affordable housing, and a Pearson VUE testing center.

 

Our agency's mission is to uplift, empower, and serve those in need, and we have been honored to be a part of many lives throughout the years.

PLCCA’s programs and services are in a strong position due to the delivery, integrity, and quality of our services; however, the current climate presents a real threat to our ability to continue these programs. We are now at a critical juncture, and in light of this, we are seeking your assistance to ensure the continuity of our work. The financial support of individuals like you has never been more necessary as we strive to sustain and expand our services for the betterment of our community.

 

On behalf of myself, the Chairman of the Board, David Quas, and the entire Board of Directors, we kindly request that you consider making a financial contribution to PLCCA Inc. Cook County Board Honors
Bishop Dr. Claude Porter

 Commissioner Stamps, along with other commissioners, presented a resolution honoring the legacy and work of Bishop Dr. Claude Porter to Claudette Harrell, representing the Porter family and PLCCA, during a Cook County Board meeting at City Hall on February 6th.
